Contractor's Elite Safety Association (CESA) is Colorado’s leader in providing health and safety related services to its members and the construction industry.
Safety Starts With Training
CESA is a nonprofit organization that offers safety and health related services, including more than 100 construction safety training courses each year, to our members and non-members in the construction industry.
Our mission is to educate and train construction workers on job site safety to help to prevent accidents before they happen.
All of CESA’s training material has been developed by our qualified instructors who have industry experience, training, and certification in the appropriate subject matter.

Our History
CESA, formed in 1996, was created as a dividend group through Pinnacol, and has provided many training courses and held informative members meetings, focusing on improving health and safety for their members' companies.
Training courses were conducted to analysis loss runs, claims management, incident investigation, post-accident employee assistance, reasonable suspicion, and how to determine training needs. Training needs were identified, and the group reached out to OSHA, Pinnacol Assurance, Miller Safety Consulting, and many other training organizations for assistance.
In 2013 Pinnacol Assurance put all of its Dividend Groups on hold so it could reevaluate their effectiveness. At the time there were more than 60 Dividend Groups in Colorado. CESA had proven itself and was one of the groups that survived. Pinnacol’s evaluation identified CESA as a leader in providing Health and Safety services to our members and the community.
In 2021 CESA offered 116 training courses throughout the year and trained a total of 459 students. Keep in mind that this was done during the worldwide COVID-19 pandemic and its restrictions. Some of this training was done in person and some was conducted live online. We have the ability to continue in person or online training.
CESA participates in the National Safety Standdowns. This year we offered Fall Protection Training in English and Spanish.

How to Become a Dividend Group Member of CESA
To qualify as a CESA dividend group number, you must complete the following:
Formal written healthy and safety manual
Must have been in business for at least 3 years
Maintain a minimum loss ratio established by the safety group
Pursue cost containment certification within six months of qualifying
Experience modification of at least 1.0 subject to review of safety group
Attendance of at least two, Pinnacol approved safety training meetings annually
